According to the latest skin data, this does seem to be the case, as certain characters completely dominate the cosmetic pool.
NetEase has a valid reason for releasing more Marvel Rivals skins for certain characters. However, some characters have been in the game since its release in December 2024, yet they only have a couple of skins. Others were released later on, but the development team has released significantly more cosmetics for them.

Which Marvel Rivals heroes have the most skins?
Spider-Man, Thor, and Captain America have all been in the game since its release. Due to this, it’s no surprise that they have the most skins in Marvel Rivals. However, some characters, like Invisible Woman and The Thing, were released later, yet they are among the most popular heroes according to released skins.

Recent heroes, such as Rogue and Gambit, only have two skins, which makes sense considering they’ve been out for only a few months.
Hulk is on the opposite side of the spectrum. He’s been in the game since its release, yet he only has four skins. While designing skins for him is more challenging because of two different forms, this hasn’t been an issue for Magik, who has seven skins so far.

Considering that an upcoming 1v6 PvP mode will be centered around Loki, we expect NetEase to release another skin for him.
