According to the latest skin data, this does seem to be the case, as certain characters completely dominate the cosmetic pool.
NetEase has a valid reason for releasing more Marvel Rivals skins for certain characters. However, some characters have been in the game since its release in December 2024, yet they only have a couple of skins. Others were released later on, but the development team has released significantly more cosmetics for them.

Which Marvel Rivals heroes have the most skins?
Spider-Man, Thor, and Captain America have all been in the game since its release. Due to this, it’s no surprise that they have the most skins in Marvel Rivals.
